India’s two-wheeler market accelerated past a major milestone in 2025, with registrations surpassing 2.02 crore units, marking a 7 percent year-on-year growth compared to 1.892 crore units in 2024. This resurgence was fuelled by the GST 2.0 tax reform, strong rural demand, and a robust scooter segment performance.
According to data from the Vahan portal, two-wheeler registrations between January and November 2025 reached 1.897 crore units, while factory dispatches during the same period stood at 1.808 crore units, rising by just 1.6 percent. The final figure for 2025 is expected to edge slightly above 2.02 crore, as registration data often trails retail activity by a few days.
A key catalyst for this growth was the GST 2.0 overhaul, which reduced taxes on motorcycles and scooters up to 350cc from 28 percent to 18 percent. The lower tax burden triggered a strong recovery in the latter half of the year, particularly during the festive season, which saw record-breaking retail activity. Additionally, above-normal monsoons and buoyant rural markets contributed to a healthy uptick in demand.
The scooter segment emerged as the standout performer, with TVS Motor Company and Suzuki registering double-digit sales growth thanks to their scooter-centric line-ups. Alongside them, Royal Enfield also recorded solid growth, with its annual volumes expected to cross 1 million units for the first time.
Meanwhile, the competitive gap widened between market leader Hero MotoCorp and Honda Motorcycle & Scooter India (HMSI). During January to November 2025, Hero led by 8.51 lakh units, expanding its margin from 6.89 lakh units in 2024. Hero’s renewed focus on the 125cc-plus and scooter segments, paired with Honda’s expansion in the commuter motorcycle category, shaped much of the year’s competitive dynamics.
With sustained rural strength and a favourable policy environment, India’s two-wheeler industry is heading into 2026 on a high note, signaling optimism for continued growth across both motorcycle and scooter categories.
